Am having an issue with play sms sending sms using kannel, the messages are being queued, i have changed the local time but still am unable to send sms.

SMSC is under Brackets without any number defined. Besides, is your id: really 1234? Shouldn’t be something diferent?
I might be wrong, but for me, SMSC is missing
