Dynamic SMS rate base on Gateway

Hello.
Is there any way to set dynamic SMS rate base on Gateway?
For example
SMS on generic gateway : 0.01usd
SMS on gateway GSM : 0.02usd

I think its an obligation for SMS Gateway, because all of Providers have not equal SMS rate. for ex : Generic Gateways and GSM Gateways.
