Charge Different rates on users

Hello,
I am proposing the provision to specify a user when creating SMS rates. This will enable different users to be charged differently. If user has no rate attached to his/her account, then use the default.

I can provide the customization required if this will be included to main the project.

pleas fork playSMS repo and then make changes in your repo, let us know the URL so that we can learn those changes.

when all are ok you can pull request anytime and I’ll merge them
